how to instal vpn in tails?

if not , then what is the safest ? tails and tor , or regular OS+vpn+tor ?

You cannot install a VPN on Tails.
You can use Tails or another open-source Linux-based operating system, such as Ubuntu, where you can install a VPN and additionally wrap traffic through the TOR

Yyeah, mulvad is one you can buy anonymously I believe. Still can't install it to tails though

It is best not to interfere with Tails' network settings for secuirty reasons, it is set by default to route all traffic through TOR.
What it looks like is that your ISP sees that you are using the TOR network and that's it. This is where everything ends for him.
The safest option, in my opinion, is to use a Mobile Router with forced LTE mode, on Linux, of course, such as OpenWrt, with a VPN client installed and a killswitch rule forced by the router.

Imo VPN use above TOR only make sense, so You should have answers when start it up... TAILS is one time ( dont know better word ) way to do do things and just go off...
