Just wondering: new techlogies vs south america cartels

This is just my general wonder of this topic.
I watched many movies and youtube documentaries on cartels and generally what is going on there. They are so rich and could be able to transport all kinds of stuff (weapons/drugs) through border.

For example:
take a drone (UAVs), prepare it for a longer range, install additional equipment and just fly with it really close to the ground - picking higher only where the fence is. even if they US border will see that something is flying, the time needed to take action is too long. Same thing applies to undersea boats: small submarines with a lot of batteries + GPS + hardcoded path with the destination....

So like where is the problem?

Even though they can't get there to stop a drone, they see where it went. Submarines are not fast enough to outrun boats. These things are expensive human mules are cheap. Losing a million dollar drone or sub and $1m in drugs is tough even for the rich. Better to lose 5 mules carrying 2 kilos each and 10 getting through

? 1m$ for a UAV? no, I am talking about regular drones - regular high-end, something for 10k-20k$ max; and yes: they can track where it went, but they wont track where it dropped the load So you drop the load at position X and then fly further another 1 mile, good luck with finding it. The pickup of the dropped package can be done next day/week etc.
And thos submarines: also I am talking about small submarines, like a shitty boat with max 30-50kg load, without people.

Border patrol is not the county sheriff. They have serious resources. The proof is in the pudding. You figure you are smarter than the groups that lead the cartels? The people with all of the experience? Those damn cartels, they're slacking

Imagine the amount of UAVs they would need to transport the whole volume they are exporting on a daily basis Along with the many UAV operators..
