Methylamine hydrochloride to 40 aquaous solition

I cannot seem to find the correct way to convert methylamine hydrochloride to a 40% aqaous solution. If you are the one who knows how to do it, sharing your knowledge would be really appreciated.

u freebase it. im not gon help u further tho since i belive that no one who doesnt eaven have the most basic nolage of chemistry should produce drugs for ppl to consume.
