Regulation on H2SO4 in EU

Since H2SO4 concatenated is only available through declaration at government is it possible to distill some 30% sulfuric acid and obtain some 99% (the use is for neutralization of a base).

Or is it better to make counterfeits documents and acquire the acid by anonymous fraudulent activity just like any real professional?
