For the purposes of EU-based customers Russia is as bad as China since the purchase involves clearing external customs, import paperwork, customs declarations and paying import tariffs and VAT.

If you need small amount you can simply get it from glycine (OTC chem) decarboxylation in some high boiling point solvent,
similarly to tryptamine from tryptophan route, with any available OTC ketone catalyst, like essential spearmint oil.
If you need some more, ammonium chloride + paraformaldehyde is your way.
But if you want to jail need even more, continue to search for a vendor.
