It won't produce phosgene. There will be hydrogen phosphide gas if it is more than 130. Be careful with this.

If I add water and hcl to acidify the free base when making a free base, separate the water layer, and completely evaporate the water, will salt appear in the end? In theory, hydrogen chloride is not needed?

When the free base extracted with DCM, you can use aqueous HCl for obtain salt after evaporation
