P2NP is really only used for the production of amphetamine, it is not used in other areas. However, on its own it has no psychoactive properties. So although it is legal in most of the world, it is closely monitored.

And I think you're wrong. From what I've heard from good sources there's actually no such thing as an unwatched chemical. Any chemical order that arises suspicion of illegal activity is subject to inquiry of some sort. If it's noticed. But in a stream of millions of packages going back and forth within economic areas one small package runs a very little risk of detection. Has happened to me once though. Not very pleasant.
Yeah, it's actually quite strange that it's not on the list of narcotic precursors in many countries. P2P is there, PMK is there, goddamn Glacial Acetic Acid and sulphuric acid is there - but not P2NP. Very very strange.
